National: Mexican President’s State of the Union Address Tempers Focus on Drugs and Violence, Despite High Levels

Mexico’s president delivered his penultimate state of the union address, drawing attention to a significant omission. Notably absent from President Andres Manuel Lopez Obrador’s speech were any mentions of drugs, crime, or drug cartels, despite the widespread perception that these organizations control large parts of Mexico. Additionally, the speech failed to address the issue of over 111,000 missing persons in the country. Instead, the president focused primarily on what he considered the successes of his administration, including a decrease in the poverty rate attributed in part to increased remittances. Crime, on the other hand, received less than a minute of attention, with the president briefly claiming that his anti-crime strategy was effective, despite the fact that homicide rates remain historically high. While President Lopez Obrador touted a 17% decrease in homicides under his administration, this decrease had already begun under his predecessor. The most recent reliable data shows a 9.7% decline in homicides in 2022 compared to the previous year. While this is a positive development, the number of killings appears to have leveled off in the first half of 2023, potentially leading to higher homicide rates than previous administrations. It is customary for Mexican presidents to highlight achievements while downplaying problems in their state of the union addresses, but President Lopez Obrador has taken this to an extreme. Notably absent from his speech were the threats and demands faced by lime growers from drug cartels, as well as the significant increase in methamphetamine seizures. Recent instances of violence and drug cartel control have also raised concerns about the current state of security in Mexico. Despite this, President Lopez Obrador chose not to address these issues.
