In an ambitious move to promote fast and affordable broadband internet access across the country, the FCC’s draft proposal aligns with the Biden administration’s plans. However, implementing these proposals will not be without challenges. A vote is scheduled for next month, followed by a period for public recommendations, before the agency finalizes the rules. Under the new plan, the FCC aims to classify ISPs under Title II of the Communications Act of 1934, granting the commission legal authority to prevent activities like website blocking, traffic manipulation, and information distortion on the internet.
During a press conference, FCC Chairwoman Rosenworcel emphasized the importance of an open internet and expressed concerns about traffic manipulation, access slowdowns, and other objectionable tactics. In an official statement, she also addressed privacy concerns and stressed the responsibility of telecom service providers to protect customer information. Rosenworcel asserted that broadband providers should not be able to sell or misuse sensitive data, such as user locations, for the training of AI models.
However, this proposal has received criticism from industry players. Jonathan Spalter, President & CEO of USTelecom, argues that treating broadband as a Title II utility creates unnecessary risks and costs. He warns that the future of an open internet hangs in the balance.
