DICT’s SIM Registration Deadline Ends: Scammers Beware as Spam Texters Can Be Identified

MANILA, Philippines — Wrapping up the mandatory registration of Subscriber Identity Module (SIM) cards, the Department of Information and Communications Technology (DICT) will now be equipped to identify text scammers. Effective immediately, scammers can no longer hide behind unsolicited or dubious text messages.

DICT Secretary Ivan John Uy assures the public that they can now report any text scams they receive. “Opo, mag-file na po kayo [ng complaint] at malalaman natin kung sino ang nagpadala nyan. Pwede nating [sampahan ng kaso o reklamo],” Uy said during an interview over DZBB.

An estimated 105,260,340 out of over 160 million SIM cards nationwide have already been registered as of July 23. Among the major telco providers, Globe Telecom has registered 48,019,084 subscribers, Smart Communications has registered 49,740,428 subscribers, and Dito Telecommunity has registered 7,500,828 subscribers.

The SIM Registration Act, also known as Republic Act No. 11934, aims to combat electronic communication-aided crimes like mobile phishing and text spam. It was enacted in October 2022.

Under the law, all mobile phone and data subscribers are required to register their SIM cards with their respective telco providers. Failure to register will result in automatic deactivation of the SIM. Reactivation is possible within five days of deactivation.
