US Floats Idea of Multinational Police Force to Combat Gangs in Haiti

U.S. authorities are proposing the implementation of a multinational police force in Haiti to address the presence of gangs in the country. During a press conference on Tuesday, U.S. Ambassador to the United Nations, Linda Thomas-Greenfield, expressed appreciation for Kenya’s willingness to lead the multinational police force in Haiti. She noted that Kenya has requested support from the U.N. Security Council for this initiative.

Thomas-Greenfield stated that U.S. officials will collaborate with other Security Council members to draft a resolution that meets the needs of the Kenyan forces in establishing their presence in Haiti. She acknowledged that the situation in Haiti is unprecedented and requires a non-traditional approach, as the country is plagued by gang activities that have taken control of communities and are terrorizing civilians.

In addition, Secretary of State Antony Blinken commended Kenya’s efforts to establish a multinational force in Haiti to address the insecurity caused by gang violence. Blinken urged Haitian stakeholders to urgently take steps towards expanding political consensus and restoring democratic order in line with the Inter-American Democratic Charter. He expressed gratitude to the Caribbean Community (CARICOM), its Eminent Persons Group, and the Organization of American States for their invaluable support in these endeavors.

Last October, Haitian Prime Minister Ariel Henry appealed to the U.N. for the immediate deployment of a specialized armed force to combat the spread of gangs in the country. These gangs now control 80 percent of Port-au-Prince, the capital of Haiti. Their influence has strengthened since the assassination of former President Jovenel Moïse in July 2021, prompting civilian vigilante groups to retaliate against the gangs due to the surge in crimes.
