Unlocking Effective Flood Solutions: Enhance Infrastructure Projects to Mitigate Flooding

MANILA, Philippines — Senator Grace Poe has urged the Department of Public Works and Highways (DPWH) to provide details about its existing infrastructure and plans to address the chronic flooding problems in Metro Manila.

During the budget deliberations of the Senate sub-committee on finance, Senator Poe expressed concern over the frequent flooding in certain areas of the capital region that disrupts the daily lives of commuters, blocks roads, and causes heavy traffic congestion.

“When it rains heavily, even for a short period, EDSA gets easily flooded, especially near Camp Aguinaldo, and heavy traffic continues all the way to Makati,” the head of the Senate committee on public services stated.

Senator Poe then requested information on the number and functionality of water pumps available to the DPWH to better understand the issues contributing to the flooding in certain areas.

The senator also called for a report and video footage from the DPWH on the progress of ongoing dredging projects in Metro Manila and nearby provinces. She emphasized the importance of proper disposal of materials dredged from waterways.

“Dredging is a cause for concern as it is sometimes not being done or measured properly. We should ask the contractors and the DPWH to provide us with daily videos showing their dredging activities, the amount of materials dredged, and the proper disposal locations. Without documented proof of proper implementation, we will not be able to effectively tackle the recurring flooding problem,” Poe explained.

Senator Poe stressed that ensuring the proper execution of infrastructure projects is part of the Senate’s oversight function over government agencies that receive budget allocations from Congress.

“Addressing the flooding problem through the budget provided by Congress to agencies such as the DPWH would greatly benefit our fellow countrymen,” added Senator Poe.
