President Volodymyr Zelenskyy of Ukraine expressed confidence that the counteroffensive against Russian forces would soon gain momentum, addressing concerns of western governments about the operation’s slow progress. Zelenskyy explained that the delay in pushing back Russian forces was due to a lack of munitions, armaments, and properly trained brigades. However, he assured that the situation would soon change and called for more support in the form of long-range missiles and advanced fighter jets.

Zelenskyy made these statements during a video conference at the Aspen Security Forum, where the progress of Ukraine’s counteroffensive was a major topic of discussion. Canadian Deputy Prime Minister Chrystia Freeland and US National Security Advisor Jake Sullivan expressed their interest in Ukraine’s military efforts, with Sullivan noting that the true results of the counteroffensive would be evident once Kyiv fully committed its forces.

Sullivan also disagreed with Ukraine’s emphasis on securing advanced fighter jets, as he believed that air power would not play a significant role in the conflict due to strong Ukrainian and Russian air defenses. Privately, some officials were less optimistic about Ukraine’s military progress, considering the severe economic impact of the war and the financial burden on the US and other allies. UK Foreign Secretary James Cleverly acknowledged the differing priorities between Ukraine and other countries, causing a mismatch in expectations and commitments.

Amidst frustrations from the Biden administration regarding criticisms from Ukraine and NATO allies, Senator Jim Risch, the top Republican on the Senate foreign relations committee, urged for quicker assistance in the form of main battle tanks and cluster munitions. Sullivan addressed concerns about American decision-making and emphasized the US’s commitment to providing support to Ukraine, stating that considerations of Russian reactions were necessary for global stability.
