Ukraine Response: Targeting Russian Oil in Retaliation for Attacks on Power Grid

Energy Minister German Galushchenko informed Politico in an interview on Nov. 10 that Ukraine is contemplating retaliatory strikes against Russia’s oil and gas infrastructure following attacks on Ukraine’s electric system. He expressed that this would be a fair response. Galushchenko stated this after meeting with U.S. lawmakers and officials in Washington, D.C., emphasizing that Russian attacks on Ukraine’s power grid are expected to escalate as the temperature drops and the need for indoor heating intensifies.

In the fall and winter of 2022, Russian forces carried out severe attacks on Ukraine’s energy infrastructure, causing major damage. President Volodymyr Zelensky vowed to respond to these attacks on critical infrastructure. Galushchenko implied that Ukraine’s response could involve targeting Russia’s oil and gas operations.

Fossil fuels are vital to the Russian economy and the main source of income for the Kremlin’s war efforts. However, Galushchenko suggested that attacks on Russian fuel operations may not significantly impact global oil prices. He also called for U.S. sanctions on Russian nuclear energy.
