Top US Official to Hold Meeting with Ukrainian War Sceptics in Denmark

In an effort to gather support from developing countries that have not condemned Russia’s invasion of Ukraine, Jake Sullivan, Joe Biden’s top national security aide, will travel to Denmark for an unannounced meeting. Representatives from countries like India, Brazil, and South Africa have been invited, although the final list of attendees may change before the gathering. The aim of this diplomatic offensive is to expand the pro-Ukrainian coalition. It is hoped that Turkey and possibly China will also attend, and the United States has been encouraging China, India, Brazil, Turkey, and South Africa to participate.

Accompanying Sullivan on the trip will be Victoria Nuland, the number-three official at the US State Department, and a senior EU official will also take part. The meeting in Copenhagen is expected to discuss peace principles for Ukraine in an informal setting, although no concrete outcome is intended.

Western officials are concerned about the lack of global conviction in Ukraine’s resistance to Russia. While the US and other Western countries have supported Volodymyr Zelenskyy’s peace proposal, they remain open to diplomatic efforts by other countries, including China, to pressure Moscow into ending its invasion. Bilateral trade between Russia and China has increased, and India has become a significant customer for Russian arms exports and crude oil purchases, offsetting Western embargoes.

The Copenhagen meeting will follow Indian Prime Minister Narendra Modi’s visit to Washington, during which he is expected to discuss Ukraine with President Biden. Sullivan emphasized the importance of engaging with leaders like Modi to advocate on behalf of Ukraine with a broader range of countries beyond those in NATO or the G7.

Brazil, China, India, and South Africa, alongside Russia, are members of the BRICS grouping and have refused to join Western sanctions against Moscow while providing varying degrees of support to the Kremlin since the invasion.

In terms of attendance at the Copenhagen meeting, there is no indication that China will participate at a high level. However, it is possible that a lower-level official could attend to observe the discussions. Brazilian President Luiz Inácio Lula da Silva has stated that both Russia and Ukraine are to blame for the war, while South Africa has increased military cooperation with Russia. Turkey, a NATO member, has maintained a good relationship with Moscow and positioned itself as a mediator between Zelenskyy and Russian President Vladimir Putin.
