However, the most recent report states that the intelligence community has not reached a consensus. Four agencies believe that the virus originated from animal-to-human transmission, while the Energy Department and the FBI believe that a lab leak occurred. The Wuhan Institute of Virology, located in the city where the pandemic is believed to have originated, has faced intense scrutiny due to its previous research on bat coronaviruses and reports of security lapses. According to the report, the lab has conducted genetic engineering experiments on viruses, including attempts to combine different strains. However, the intelligence community has no evidence that the lab’s genetic engineering work involved the specific virus responsible for the pandemic, SARS-CoV-2.

In response to the report, the Republican chairs of the House Intelligence Committee and a select subcommittee on the pandemic expressed their appreciation for the Office of the Director of National Intelligence’s efforts towards transparency. They also emphasized the need for further investigation and corroboration of all available evidence regarding the lab leak hypothesis.
However, some researchers, such as molecular biologist Alina Chan, who have long argued for the Wuhan lab origin theory, voiced their disappointment that the public version of the report did not include requested details or the names of the researchers who fell ill.
