Russian President Vladimir Putin, on Friday, authorized an increase in the country’s military personnel by almost 170,000 to a total of 1.32 million, as Moscow’s military action in Ukraine persists into its 22nd month. The decree, issued by the Kremlin and effective immediately, raises the total number of troops to about 2.2 million, including 1.32 million troops.
This is the second time the army has been expanded since 2018. The previous increase, totaling 137,000 troops and ordered by Putin in August 2022, brought the military’s numbers to about 2 million personnel and approximately 1.15 million troops. The Defense Ministry clarified that the order does not suggest a significant expansion of conscription, with the increase happening gradually through the recruitment of more volunteers.
The ministry pointed to the “special military operation” in Ukraine and the expansion of NATO as the driving forces behind the decision to boost the army. According to the statement, NATO’s “joint armed forces are being built up near Russia’s borders, additional air defense systems and strike weapons are being deployed, and the potential of NATO’s tactical nuclear forces is being increased.”
Following the continued hostilities, Russian Defense Minister Sergei Shoigu stated the country needed a force of 1.5 million to ensure Russia’s security, although no timeline for reaching that size was provided. The Kremlin previously deemed the size of its military sufficient, but a swift victory over Ukraine was disrupted by fierce resistance, necessitating the change.
Amid the ongoing conflict in Ukraine, totaling casualties on both sides are kept secret, with estimates varying widely. The Russian military has only acknowledged just over 6,000 military casualties, while higher estimates come from other sources. In addition, various efforts have been made to enhance the army, including mobilization decrees and recruitment incentives.
Overall, the move to expand the Russian military reflects the geopolitical tensions between Russia and the West, particularly involving Ukraine and NATO. The Kremlin appears to be preparing for prolonged conflict and seeking to bolster its position in the region.
