UPDATED at 12:20 p.m., September 4, 2023, to reflect the final cyclone bulletin that removed the wind signal over Batanes

MANILA, Philippines — Typhoon Hanna (international name: Haikui) has exited the Philippine area of responsibility (PAR) but will still enhance the southwest monsoon, according to the state weather agency on Monday.

According to the advisory posted at 8:43 a.m. on Facebook by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), Hanna left PAR at 8 a.m. In its final cyclone bulletin issued at 11 a.m. on September 4, Pagasa lifted the wind signal raised over Batanes.

Hanna made its second landfall in Taiwan’s Kaohsiung City at 4 a.m. on Monday. According to Pagasa’s 11 a.m. update, the typhoon was already 360 kilometers northwest of Itbayat, Batanes, with maximum sustained winds of 120 kilometers per hour (kph) near the center and gusts of up to 165 kph. It was moving north-northwestward at 15 kph.

Pagasa added that the Hanna-enhanced southwest monsoon, locally called habagat, may bring rains and windy conditions to many parts of the Philippines, especially over the western portion of Luzon, until Wednesday, September 6.

Hanna is expected to weaken into a severe tropical storm “due to prolonged interaction with the rugged terrain of Taiwan” and may become a “remnant low” by late Wednesday or Thursday while moving further into China, Pagasa further stated.
