New York City Mayor, Eric Adams, Takes Action with Executive Order to Safeguard Gender-Affirming Care

This Pride Month, as states across the country are enacting measures to limit access to healthcare for transgender and non-binary Americans, New York City Mayor Eric Adams has taken action to protect their rights. Mayor Adams recently signed Executive Order 32, which safeguards access to gender-affirming healthcare in the city.

In a tweet, Mayor Adams stated, “I just signed Executive Order 32 to protect access to gender-affirming healthcare in New York City. To our LGBTQ+ community across the nation feeling hurt, isolated, or threatened, we have a clear message for you: New York City has and will always be a welcoming home for you.”

Executive Order 32 not only protects access to gender-affirming care, but it also prohibits the use of city resources to persecute those seeking such care. This includes a range of healthcare options for transgender and non-binary individuals, such as puberty blockers, hormone replacement therapy, and gender-affirming surgeries.

The executive order also provides protections for individuals seeking or providing gender-affirming care in states that have banned or restricted access. Mayor Adams emphasized, in a statement, that these individuals will now have “protection and privacy in New York City to either receive or provide care that is medically needed.”

“This executive order reaffirms the fact that hate has no place in our city and that all people deserve the right to gender-affirming care and protection against prosecution for being who they are,” said Mayor Adams.

The order highlights that 20 states have banned gender-affirming care for transgender youth, and 34 states have proposed legislation to either ban or restrict access to such care.

The Human Rights Campaign (HRC) recently declared a nationwide state of emergency for LGBTQ+ people due to the increasing number of anti-LGBTQ+ legislative attacks. In the past year alone, over 525 anti-LGBTQ+ bills have been introduced in 41 states, with 220 specifically targeting transgender Americans.

The American Medical Association and the American Academy of Pediatrics have condemned these measures, stating that they negatively impact the health of transgender and gender-diverse individuals.

“The freedom to live as your authentic self will always be protected in New York City,” said Annabel Palma, Commissioner and Chair of the New York City Commission on Human Rights. “As transgender and non-binary communities continue to be targeted across the nation, we are proud that New York City protects transgender and non-binary individuals from discrimination.”
