NCR and Nearby Provinces Urged by DENR to Conserve Water During El Niño

In preparation for the anticipated effects of the El Niño phenomenon, the Department of Environment and Natural Resources – Water Resources Management Office (DENR-WRMO) has expanded its water conservation directive to include locals in Metro Manila and nearby provinces. The DENR’s Bulletin No. 2 now applies to barangay officials, condominium and subdivision managers, and residents, requiring them to reduce water-intensive activities such as watering lawns and washing vehicles.

The DENR emphasized the need for water conservation as drier conditions are expected due to El Niño, in order to prevent water interruptions later this year. The bulletin also encourages the promotion of rainwater collection for non-potable use and the reuse of wastewater. Additionally, local government units in Metro Manila have been directed to expedite pipe repairs for water concessionaires Manila Water and Maynilad.

The issuance of Bulletin No. 2 comes as Angat Dam, which supplies 97 percent of Metro Manila’s water requirement, experiences a decrease in water level due to the effects of El Niño. The dam’s current water level is below the minimum operating level, leading to reduced irrigation allocation and possible water pressure issues and interruptions in certain areas.

The DENR advises residents to report leaks along streets to the Metropolitan Waterworks and Sewerage System (MWSS) or Maynilad. This directive follows Bulletin No. 1, which provided water conservation guidelines for government agencies in response to the onset of El Niño.

The state weather bureau has projected a dry spell in December for Metro Manila and 35 other areas due to El Niño. The DENR’s efforts aim to mitigate potential water shortages and ensure sustainable water management.
