Leaders Push for Increased Participation of Women in Higher Education

Afghanistan’s universities are prepared to reintegrate female students, but the ultimate decision lies with the Taliban’s leader as to when and if this will occur, according to an education official. The official stated that “all our leaders are in favor” of restarting girls’ education, including the ministers. The Taliban previously prohibited women from attending universities in December, causing global outrage. Girls were also prohibited from continuing their education beyond sixth grade after the Taliban regained power in August 2021. The minister for higher education, Nida Mohammed Nadim, explained that the ban was implemented to prevent gender mixing and because certain subjects violated Islamic principles.

Molvi Abdul Jabbar, an adviser at the Higher Education Ministry, revealed that universities are prepared to readmit female students as soon as Taliban leader Hibatullah Akhundzada lifts the ban. Jabbar emphasized that when Akhundzada gives the order to reopen universities, they will open on that same day. These statements highlight differing opinions within the Taliban regarding decision-making processes and Akhundzada’s authority. Jabbar further emphasized the obedience to Akhundzada as the reason for following his orders.

Nadim initially presented the ban as a temporary measure to address gender segregation, course material, and dress code issues. He expressed that universities would reopen for women once these concerns were resolved. Similarly, the Taliban made promises about resuming high school access for girls once “technical issues” regarding uniforms and transportation were resolved, but girls are still unable to attend classes. Jabbar clarified that preparations have been made for both school and university studies, suggesting that there may be different schedules for boys and girls. For example, boys could attend in the morning, while girls attend in the afternoon, or vice versa. It is worth noting that Afghanistan is currently the only country in the world that outlaws female education.
