The Los Angeles Police Department has been found to disproportionately arrest Black and Hispanic/Latino individuals, accounting for an average of 78.26% of all arrests between 2019 and 2022. This is despite the fact that these communities only make up 56% of the city’s population. City Controller Kenneth Mejia released a report on Wednesday, which includes a map and analysis of nearly 300,000 arrests conducted by the LAPD in the past four years. The report states that Hispanics/Latinos comprised 51% of LAPD arrests during this period, followed by Black individuals at 27% and whites at 16%. These figures are in contrast to the population demographics, where Hispanics/Latinos make up 48% of the population, while Black individuals account for 8% and whites 29%.
The LAPD has not yet responded to a request for comment on the report by City News Service.

One notable finding in the report is that Councilman Kevin de León’s 14th District, comprising Boyle Heights, Lincoln Heights, downtown L.A., El Sereno, and Northeast L.A., consistently had the highest number of arrests for almost every year included in the analysis. In 2021, Council District 14 ranked second, only three arrests behind Council District 8.
Arrests made by the LAPD can be classified into five categories: felony, misdemeanor, infractions, dependent, and other. The report reveals that the LAPD made more arrests for misdemeanors and infractions than for felonies. In 2019, prior to the pandemic, the LAPD made 55,954 arrests for misdemeanors and infractions, compared to 33,663 arrests for felonies. This trend continued from 2020 to 2022, with misdemeanor and infraction arrests outnumbering felony arrests.
The map also highlights that the LAPD annually makes over 400 arrests in the “dependent” category, involving children who are taken into custody due to accusations of abuse, neglect, or endangerment by a parent or guardian.
