Housing Department in Los Angeles Urges Dismissal of Skid Row Official

A City Council committee has a scheduled meeting on Monday to discuss the recommendation of removing Mark Adams, the receiver who was assigned to oversee 29 dilapidated buildings in the Skid Row area, housing approximately 1,500 low-income tenants. The council’s Budget, Finance and Innovation Committee will convene at 2 p.m. to address the Housing Department’s suggestion to dismiss Adams. Additionally, a related recommendation for a $10 million loan to support the maintenance and repair of these buildings will be discussed.

Ann Sewill, General Manager of the Housing Department, expressed her disappointment in the current receiver’s performance and stated that the city has been exploring alternatives to resolve the issue. However, it’s important to note that the council does not have the authority to fire Adams, as he was appointed by a Los Angeles Superior Court judge at the city’s request. In order to dismiss Adams and appoint a new receiver, the council will have to petition Judge Mitchell Beckloff.

The buildings are owned, either wholly or partially, by the Skid Row Housing Trust, which faced financial collapse earlier this year. In a recent report released by Sewill, it was mentioned that some of the buildings may be beyond repair and should be demolished. The report also highlighted the deplorable living conditions experienced by many tenants, including filth, plumbing issues, pest infestations, and disturbances caused by drug users and trespassers.

Adams has faced criticism for his alleged failure to make progress in rehabilitating the buildings and securing favorable credit rates. Last spring, a firm hired by him sent eviction notices to several tenants who were behind on rent, despite lacking the authority to do so. Adams later disavowed the notices and retracted them.

Adams intends to respond to the city’s report in court next week, citing Judge Beckloff’s previous support for him.
