Fearful Neighbors: Man Making Threats Given House Arrest Raises Concerns

A Pennsylvania man has been sentenced to house arrest for threatening to kill his neighbors. Jerome Mulligan, aged 41, pleaded guilty to retaliation against a witness or victim and a misdemeanor charge of terroristic threats. This sentencing has caused a perplexing situation as Mulligan will be serving his house arrest punishment right across the street from his victims. Tyler Rupert, one of the victims, shares his concern about the situation. He states, “It’s just unfortunate that his punishment is house arrest and it doesn’t really solve our problem or that we are asking for it to be different but he’s still there every single day. Rupert has taken precautions to ensure his safety, installing security cameras outside his home in Butler County, west of Pittsburgh. These cameras captured Mulligan making threats on multiple occasions. Rupert recounts one of the recorded threats, “One call, and you’re dead. Your family is dead.” As a result of his guilty plea, Mulligan has been sentenced to nine months of house arrest followed by five years of probation.
