Dublin Airport Raises Concerns over Planning Control and Regulation Impeding Expansion Opportunities

Kenny Jacobs, the CEO of Dublin Airport Authority (DAA), is raising concerns about the future growth potential of Dublin Airport. He warns that without appropriate planning and regulation to accommodate its level of growth, the airport could lose out to rival cities in other countries.

Dublin Airport has become a key transatlantic hub, connecting passengers from the UK, mainland Europe, and the US to various destinations. Following a significant post-Covid rebound, the airport is expected to handle around 31.1 million passengers this year, slightly lower than the 2019 figure of 32.9 million.

Mr. Jacobs emphasizes the potential for further growth at Dublin Airport, which would lead to more jobs and economic benefits for Ireland. However, he insists that this growth can only happen if the planning and regulatory environment keeps pace. Failure to do so would result in rival airports in other major cities benefiting instead.

To enable future growth, Dublin Airport intends to submit a planning application to increase its passenger capacity from the current limit of 32 million to 40 million per year. This expansion would require a modification of a planning condition set by An Bord Pleanála in 2007, which restricted the airport’s capacity. A recent economic report commissioned by the airport suggests that maintaining the existing cap would result in a loss of thousands of jobs and billions of euros in economic value for Ireland by 2055.

Meanwhile, Dublin Airport’s operator, DAA, is currently in a dispute with Fingal County Council over aircraft movements. Fingal County Council issued an enforcement notice limiting the number of flights during certain hours, and the airport operator has sought a judicial review of this decision.

The economic report commissioned by the airport highlights Dublin Airport’s significant role in job creation. It currently supports over 116,000 jobs, including direct, indirect, and induced employment in various sectors like tourism, trade, and investment.
