House Leadership Explores Funding Options for Pag-asa Island and West Philippine Sea

The House of Representatives is searching for additional funding sources to support the development of Pag-asa Island and the West Philippine Sea (WPS). The proposed confidential funds of P4.8 billion in the 2024 national budget may not be sufficient. Speaker Ferdinand Martin Romualdez, along with committee on appropriations chair Elizaldy Co and senior vice chair Stella Quimbo, stated that they would consider reallocating other line items in the General Appropriations Bill (GAB) to help with this endeavor.

Romualdez and Co recently visited Pag-asa Island to pledge their support to the residents and soldiers in the area. Romualdez emphasized that the confidential funds are only a small part of their focus. They are considering a comprehensive approach to improving the entire island group, including the airstrip and naval port. Quimbo added that if Pag-asa Island requires additional help, they will need to find extra funding sources.

Out of the proposed 2024 budget of P5.768 trillion, P4.86 billion is allocated for confidential funds (CF) and P5.27 billion for intelligence funds. Discussions about reallocating CF to defense-oriented agencies that secure the WPS arose during budget deliberations. Offices under Vice President Sara Duterte, such as the Office of the Vice President and the Department of Education, attracted attention due to their CF allocations. Party leaders also pledged to increase the budget for agencies involved in the WPS, particularly the Philippine Coast Guard.

Romualdez stated that they would not only examine the Department of National Defense’s budget but also consider other agencies such as the Department of Transportation, Department of Public Works and Highways, and Department of Tourism. They believe in taking a holistic approach to the development of these islands. Romualdez stressed the strategic importance of Pag-asa Island and the value it brings to the country. He expressed his support for a development plan that includes critical infrastructure like storm shelters and solar power plants, as well as assistance for defense institutions.
