ChatGPT CEO commits to collaborating with FTC amid commencement of federal investigation

The CEO of ChatGPT’s parent company, OpenAI, has expressed willingness to cooperate with the Federal Trade Commission (FTC) while disapproving of the way news of the agency’s investigation was leaked to the public.

Sam Altman, CEO of OpenAI, took to Twitter to respond to the FTC’s request for documents related to the AI chatbot, which was initially reported by The Washington Post. Altman stated, “[I]t is very disappointing to see the FTC’s request start with a leak and does not help build trust.” However, he also emphasized OpenAI’s commitment to safety and consumer protection, stating, “[O]f course we will work with the FTC.”

The FTC’s expansive request includes descriptions of complaints received by OpenAI and records concerning a security incident disclosed in March. Altman pointed out that GPT-4, the language model powering ChatGPT, underwent extensive safety research and refinement before its release. He also stressed OpenAI’s commitment to user privacy and their conscious efforts to prevent their systems from gathering information about private individuals.

Altman further stated, “[W]e’re transparent about the limitations of our technology, especially when we fall short, and our capped-profits structure means we aren’t incentivized to make unlimited returns.” OpenAI’s approach prioritizes responsible AI development and mitigates potential risks associated with the technology.

The FTC’s request marks a significant regulatory threat to OpenAI amidst the government’s push to regulate the rapidly-growing AI industry. FTC Chair Lina Khan and other agency heads have pledged to leverage existing authority to hold AI technology accountable while Congress considers new legislation.

In the Senate, Majority Leader Chuck Schumer (D-N.Y.) has introduced a framework for AI regulation and is collaborating with a bipartisan group of senators to address the issue. Recently, senators participated in a classified briefing with intelligence and defense officials to discuss the risks and opportunities associated with AI technology.

While concerns about AI technology are shared by senators from both parties, there is currently no clear bipartisan consensus on the legislative path to regulate AI.
