The Canadian government has selected Andrew Turner, a seasoned career diplomat, as the ambassador to oversee the opening of a new embassy in Armenia. This move comes amid escalating military conflicts in neighboring Azerbaijan.
Turner, with extensive experience in the Middle East, will be stationed in Yerevan as part of Canada’s efforts to establish closer ties with countries moving away from Russia’s influence. He was also instrumental in shaping Ottawa’s response to the tensions between Armenia and Azerbaijan.
Canada has a significant Armenian diaspora, and the Liberal government has made it a priority to address issues related to Armenia in the House of Commons. In April 2022, Stephane Dion, Canada’s Ambassador to the European Union and a former foreign affairs minister, published a report on supporting Armenia’s democracy.
In his report, published amid Russia’s invasion of Ukraine, Ambassador Stephane Dion highlighted Armenia’s “fragile” democracy and emphasized the importance of supporting democracy in the region. Foreign Affairs Minister Melanie Joly announced in June 2022 that Canada plans to open a new embassy in Armenia to enhance Ottawa’s knowledge of the Caucasus region and address evolving security threats.
In the meantime, Canada’s Ambassador to the United Nations, Bob Rae, expressed concerns about possible “ethnic cleansing” of Armenians in Azerbaijan’s Nagorno-Karabakh region. Despite international recognition as part of Azerbaijan, the region is predominantly populated by ethnic Armenians. The conflict between Azerbaijan and Armenia over control of the region has persisted since the dissolution of the Soviet Union.
