The two leaders had a meeting in Vilnius, Lithuania, where Zelensky expressed disappointment over not receiving a formal invitation to join NATO and not being given a clear timeframe for membership. Zelensky appreciated the removal of a procedural step for Ukraine’s NATO integration but desired a direct invitation. Biden and other allies have stressed that NATO members have a duty to defend each other, and accepting Ukraine into the alliance while it is still at war with Russia could lead to a broader conflict. Biden has previously stated that Ukraine is not ready for NATO membership, and he will not make the path to membership easier.
