Biden Administration Exposes China Firms’ Drone Links with Moscow and Tehran through Blacklisting

The Biden administration imposed new trade restrictions on 11 Chinese and five Russian companies on Monday. These actions targeted foreign actors that are perceived to compromise national security and have drawn the ire of Beijing.

The U.S. accused Hong Kong-based exporter Asia Pacific Links, three Finnish freight, warehousing, and logistics companies, three Russian entities, and a German industrial equipment producer of being involved in a scheme to evade U.S. export curbs. These entities were supplying drone components to the previously blacklisted Special Technology Center in St. Petersburg, Russia.

These companies were added to the U.S. Entity List on Monday. Among the additions were eight Chinese entities accused of procuring or attempting to procure U.S. drone equipment for Iran. Additionally, two Omani entities were cited for supporting the Houthi fighters in Yemen.

The U.S. Entity List is a tool used by Washington to impose trade restrictions on entities deemed to threaten national security. It has recently been utilized to target Chinese technology and penalize involvement in Russia’s war machinery.

“Our actions send a clear message to those trying to bypass our export controls. There will be consequences for behavior that undermines U.S. national security interests,” said Alan Estevez, Under Secretary of Commerce for Industry and Security.

“We will not hesitate to take swift and meaningful action against those who continue to supply and support Putin’s illegal and immoral war in Ukraine,” he added.

CNBC reached out to the Chinese entities for comment, but none were able to respond immediately. Some of the companies did not have public contact details.

The Chinese Commerce Ministry responded to the U.S. actions, stating, “The United States abuses unilateral sanctions and ‘long-arm jurisdiction,’ undermining international trade order and rules. This hinders normal international economic and trade exchanges and harms the legitimate rights and interests of Chinese companies and individuals.” The ministry added, “The United States should immediately stop its unreasonable suppression of Chinese entities. China will take necessary measures to resolutely safeguard its legitimate rights and interests.”
