In a surprising move, House Speaker Kevin McCarthy (R-Calif.) demonstrated his commitment to putting America first by reaching across the aisle for Democratic support and successfully steering a short-term budget to passage. Despite its imperfections, this budget aligns with the agreement reached between Mr. McCarthy and President Biden in May, when they effectively managed to avoid a debt ceiling crisis. This weekend marked a victory for governance and political stability, overcoming the influence of far-right GOP extremists who represent only 2 percent of the U.S. population and continuously changed their demands, including advocating for slashes in domestic programs and increased border wall construction. While many expected a government shutdown, Mr. McCarthy chose to move towards the center, deserving recognition for his efforts.
Given the current level of partisanship and recent history, Mr. McCarthy’s actions are even more commendable. His two immediate predecessors as Republican House speakers, John A. Boehner and Paul D. Ryan, both oversaw government shutdowns. However, Mr. McCarthy’s budget secured overwhelming bipartisan support with a vote of 335-91.
Yet, while we acknowledge Mr. McCarthy’s accomplishment, it is important to note three reservations. Firstly, this outcome should have been achieved earlier, as we urged Mr. McCarthy to reach out to Democrats in mid-September. Secondly, the short-term budget lacks additional funding for Ukraine, which is particularly unfortunate considering Ukraine’s ongoing struggle against Russia. Any cracks in bipartisan support for Ukraine could play into the hands of Russian President Vladimir Putin. The requested $20 billion funding should be approved by Congress within the 45-day extension provided by Mr. McCarthy’s budget.
Thirdly, the bill only funds the government until Nov. 17, leaving a potential shutdown looming just days before Thanksgiving. However, Mr. McCarthy has now established a precedent for averting crises by working with Democrats, having done so successfully on two occasions. He has come to realize that collaboration with Democrats is more beneficial than aligning with GOP extremists.
Despite the risks to his speakership, Mr. McCarthy took bold action, knowing that he might face a challenge from GOP ultras led by Rep. Matt Gaetz (Fla.). However, we doubt that any challenge will succeed. The speaker maintains a strong base of support within the GOP caucus, and there is no clear alternative candidate. In the event of a serious threat, it would be wise for Democrats to abstain or vote “present,” ensuring that Mr. McCarthy retains his position and preserving a minimum level of functionality in the House.
