Additionally, a report by the University of Ottawa found that just 23% of diplomats met the requirements for proficiency in a foreign language, while a Senate study revealed that Canada does not adequately prioritize specializing foreign-service officers or trade commissioners in a region, language, or topic. Joly’s plan is expected to include updates to hiring practices, employee management, internal systems, and resource prioritization. The minister released a report called the Future of Diplomacy that notes the comparatively small presence Canada has at the United Nations and in strategically important countries, however, it does not specify which embassies and missions could receive new diplomatic postings.
