Upcoming Forensic Psychological Evaluation for Convicted Individual Allegedly Capturing Women’s Private Moments at Medical Facility

A 27-year-old parolee accused of hiding in a women’s restroom at a Riverside hospital and recording visitors as they used the facility must undergo a psychiatric evaluation to determine whether he’s mentally competent, a judge ruled Monday.

Sergio Eduardo Quezada, a 27-year-old parolee, was arrested in August after the Riverside Police Department conducted an investigation at Kaiser Permanente Medical Center on Magnolia Avenue.

Quezada is facing charges of unlawfully concealing a camera to capture video in violation of privacy laws, as well as possession of drug paraphernalia, both of which are misdemeanors.

The defendant was scheduled to be arraigned on Monday before Riverside County Superior Court Commissioner Eric Isaac. However, the public defender submitted a motion requesting a full psychiatric examination to assess the mental health of the client.

Judge Isaac granted the request and set a hearing for November 27 at the Riverside Hall of Justice to appoint doctors to conduct the evaluation.

Quezada is currently being held without bail at the Robert Presley Jail.

According to the Riverside Police Department, on August 2nd around noon, security personnel at Kaiser were alerted to a man who had hidden in a stall in the women’s restroom and was recording visitors while they used the bathroom.

The guards immediately detained Quezada and held him until patrol officers arrived a short time later, taking him into custody without incident, according to the police department.

The police statement added, “He had a drug pipe in his possession and officers found evidence on his phone implicating him in the very illegal recordings.”

The number of victims has not been disclosed.

“Kaiser Permanente is aware of the disturbing reports about the conduct at Kaiser Permanente’s Riverside Medical Center,” stated Kaiser in a press release to City News Service in August. “We are deeply committed to maintaining a safe, secure, and respectful environment for anyone who visits our facilities. We continually review our practices and thoroughly investigate incidents to learn and strengthen our practices wherever possible.”

Due to Quezada’s parole status, officers were able to place a no-bail hold on him.

Court records show that Quezada has prior convictions for auto theft, evading arrest, receiving stolen property, and felony vandalism.
