Negotiations on the Adirondack Park Agency’s plan to relocate its headquarters are nearing completion. The plan, which includes building a 19,000-square-foot office structure near an existing building at the dam on Lake Flower in the village of Saranac Lake, would be an unforced error for the APA on many levels.

Construction of the new building will excavate an existing hillside with mature trees. Much of the remaining parcel will be paved with a 72-space parking
