Proposal to Ban Tour Buses in Proximity of Hollywood Sign Under Consideration by City Council

The Los Angeles City Council has unanimously approved a motion aimed at potentially banning tour bus operations in hillside neighborhoods near the iconic Hollywood Sign.

In a vote of 11-0, the council has authorized the Department of Transportation to conduct a report within 120 days to evaluate the feasibility of prohibiting tour buses from operating in an area bordered by Barham Boulevard, the ridgeline of the Santa Monica Mountains, Western Canyon Road, Franklin Avenue, and U.S. Route 101.

The motion was passed in the absence of Council members Eunisses Hernandez, John Lee, Tim McOsker, and Current Price.

The primary objective of this motion is to address public safety concerns in neighborhoods such as Hollywood Knolls, Hollywood Dell, Lake Hollywood, Hollywoodland, Beachwood Canyon, and Oaks, which are adjacent to the Hollywood Sign.

According to Councilwoman Nithya Raman, who represents the Fourth District and introduced the motion, the city enacted an ordinance in 2021 that grants the council the authority to approve bans on tour bus operations on streets deemed unsafe by the Department of Transportation. The DOT must conduct a study and submit a report to the council for any streets under consideration.

Quoting from Raman’s motion, she states, “The narrow, winding streets of these neighborhoods are ill-suited for large vehicles, and residents have long reported persistent traffic violations and other misconduct by tour bus operators. Moreover, existing streets in the area have weight restrictions that tour buses routinely violate, and these restrictions should be enforced more consistently.”

The motion also directs the Los Angeles Police Department to compile a list of all existing streets within Council District 4 that have weight restrictions of 6,000 lbs.

Furthermore, it requests information on the resources needed for the LAPD to enforce the city code in order to prohibit vehicles weighing over 6,000 lbs. from accessing routes leading to the Hollywood Sign. This includes routes leading to Mulholland Drive west of U.S. Route 101, as well as Mulholland Drive itself on summer weekends and major holidays.
