A groundbreaking affordable housing project in Lincoln Heights, Los Angeles, has received approval from the City Council Committee after eight years in the making.
The Housing and Homelessness Committee, comprised of five members, unanimously voted to reinstate a contract and leasing agreement with Women Organizing Resources Knowledge and Services and GTM Holdings, nonprofit organizations tasked with developing five sites.
Currently, the only site progressing is the Grace Villas Project situated at 216-224 S. Avenue 24, slightly east of Dodger Stadium. The remaining four sites are expected to move forward at a later date, as reported by the Housing Department.
The other four sites require further evaluation of the existing parking spaces managed by the LADOT, according to the report.
The motion grants authority to the general managers of the Housing Department and Department of Transportation to reinstate the contract with the developers for a year, expiring on August 4, 2024.
Grace Villas will offer 48 units for low-income families, including 22 units specifically allocated for special-needs households.
In June 2016, the city administrative office issued a request for proposals to develop five sites owned by the Department of Transportation, aiming to maximize the utilization of public land for affordable housing, as specified by the Housing Department.
In 2017, the Housing Department was authorized by the City Council and then-Mayor Eric Garcetti to enter into a contract with Women Organizing Resources Knowledge and Services and GTM Holdings.
The project encountered delays as the city and developers negotiated key terms and conditions of the contract. Additionally, the coronavirus pandemic further prolonged the project’s progress.
In December 2022, the Planning Department resumed the project development process and granted land use entitlement through the Transit Oriented Communities Program.
In April, Mayor Karen Bass and the City Council included the Grace Villas project in the Affordable Housing Managed Pipeline, and in June, the project received a funding award of $5.7 million.
The project will now proceed to the full council at a later date for consideration.
