Planning and Communication Failures during Chaotic Afghan Withdrawal: Key Insights from State Department Report

The State Department has released an unclassified version of its Afghanistan “After Action Review” report, which highlights shortcomings in the planning and decision-making processes of both the Trump and Biden administrations during the military withdrawal from Kabul in 2021. The review, commissioned by Secretary of State Antony Blinken and completed last year, outlines the challenges faced by U.S. personnel, including acting senior officials, COVID-19 backlogs, and a staff transition at the U.S. Embassy. The report emphasizes the lack of consideration for worst-case scenarios and the confusion surrounding the evacuation of at-risk Afghan nationals. It also mentions the overwhelming volume of calls received by the State Department, adding to the chaos of the situation. The report makes 11 recommendations for strengthening the Department’s crisis preparedness and response capabilities. Blinken has already taken action on some of the recommendations. However, House Foreign Affairs Committee Chairman Michael McCaul criticizes the redacted version of the report and calls for a full declassified release.
