A group of consumer protection organizations in the European Union has called on regulators to investigate the artificial intelligence technology behind systems like ChatGPT. They raise concerns about the potential risks and the delay in implementing the EU’s new AI regulations.
Thirteen watchdog groups have jointly written to national authorities responsible for consumer protection, data protection, competition, and product safety. They highlight a range of issues related to generative artificial intelligence.
A coalition of consumer groups from both sides of the Atlantic has also written to U.S. President Joe Biden, urging him to take action to safeguard consumers from the potential negative impacts of generative AI.
Europe has been at the forefront of efforts to regulate artificial intelligence. The emergence of a new type of AI, which enables chatbots like ChatGPT to generate text, images, video, and audio that resemble human work, has prompted the need for regulation.
The EU is currently finalizing the world’s first comprehensive rules for AI, but they are not expected to come into effect for another two years.
The consumer groups are calling on European and U.S. leaders to utilize existing laws and introduce new legislation to address the potential harms of generative AI. They refer to a report by the Norwegian Consumer Council that outlines the dangers posed by AI chatbots, including providing inaccurate medical information, manipulating individuals, generating fake news articles, and unlawfully using personal data taken from the internet.
While the EU’s AI Act addresses some of these concerns, the consumer groups warn that it will be several years before the regulations are fully implemented, leaving consumers unprotected in the meantime as the technology continues to develop rapidly.
Certain authorities have already taken action. Italy’s privacy watchdog has ordered OpenAI, the creator of ChatGPT, to temporarily stop processing users’ personal information while investigating a potential data breach. France, Spain, and Canada are also looking into OpenAI and ChatGPT.
