Opposition Parties’ Demands for the Next Steps in Foreign Interference Investigation: National Party Perspective

Opposition parties have recently expressed their demands for a potential public inquiry into allegations of foreign interference in Canadian elections and society. Following David Johnston’s resignation as special rapporteur on June 9, the Conservatives, Bloc Québécois, NDP, and Greens Party have been discussing the next steps. In his interim report, Johnston recommended against an independent public inquiry, but Intergovernmental Affairs Minister Dominic LeBlanc says that all options are on the table. The Bloc Québécois is calling for a public and independent inquiry, with potential candidates chosen only if all party leaders agree. Yves-François Blanchet, the leader of the Bloc Québécois, has proposed names for potential candidates, including Louise Arbour, Irwin Cotler, Guy St-Jacques, Louise Otis, and Jean-Pierre Kingsley. NDP Leader Jagmeet Singh also wants candidates with no affiliation to the Trudeau Foundation. The NDP is recommending that federal party leaders or their representatives discuss the terms of reference for an inquiry. The party has outlined criteria for the head of the inquiry, including being a sitting or retired judge, no political party donations in the past ten years, and no affiliation with the Trudeau Foundation. Conservative Leader Pierre Poilievre, who has been calling for a public inquiry, wants someone independent and unbiased with no ties to the Trudeau family or any foreign dictatorship. Green Party Leader Elizabeth May believes that any inquiry should not be limited to one country and should be conducted by an independent commission. May also emphasizes the importance of the person leading the inquiry having no association with the Trudeau Foundation. The intention is for the individual or individuals leading the inquiry and the terms of reference to be announced before Parliament breaks for the summer on June 23.
