One Year Ago Today (July 2, 2022): Lawsuit Claims School District Neglected Reports of Teacher’s Sexual Misconduct

Exactly one year ago today (July 2, 2022)… A lawsuit has been filed against the Norwalk-La Mirada Unified School District on behalf of an 11-year-old girl who was allegedly sexually abused by her teacher during the 2019-20 school year.

The complaint, filed in Los Angeles Superior Court on Thursday, accuses the district and the teacher, Scott Waln, of engaging in unlawful sexual acts with a minor, negligence, intentional infliction of emotional distress, and violations of the state Penal, Education, and Civil codes.

The lawsuit seeks unspecified compensatory damages from both defendants and punitive damages specifically against Waln.

A district representative could not be reached immediately for comment.

Waln, who is 60 years old, was arrested in May and charged with one felony count of lewd act upon a child under the age of 14, as well as one felony count of forcible lewd act upon a child under the age of 14.

The plaintiff was a student at Los Alisos Middle School in Norwalk. The lawsuit claims that a former school principal and other unidentified administrators, teachers, and employees of the district knew or should have known about Waln’s sexual abuse of the plaintiff and other female students, or knew he had the potential to engage in such behavior.

The complaint also alleges that the district staff had previously reported Waln to the Los Angeles County District Attorney’s Office for “sexually inappropriate conduct with students.” Despite this, they still allowed him to be alone with students in his classroom during recess and other non-instructional times.

According to the lawsuit, despite direct complaints about Waln’s abusive behavior from the plaintiff and other girls, the school staff ignored the complaints and failed to report him to law enforcement.

The lawsuit claims that the plaintiff has suffered significant physical and mental harm as a result of these events.
