Senior officials from the Correctional Service Canada (CSC) and Public Safety Canada were revealed to have discussed keeping the transfer of serial killer Paul Bernardo to a medium-security prison “low profile” and “under close hold” in internal emails. The emails, obtained through an access to information request by Global News, also showed that the CSC planned to notify the families of Bernardo’s victims before the transfer took place. However, the families’ lawyer stated that they were only informed after the transfer occurred. The transfer of Bernardo, which happened in late May, caused controversy and raised questions about why Public Safety Minister Marco Mendicino and Prime Minister Justin Trudeau claimed they were not informed until the day after the transfer, despite their offices being aware of the possibility for months. The emails revealed that the CSC’s assistant communications commissioner emailed media lines to five individuals, including two public servants from the CSC and three individuals using Public Safety Canada email accounts. The emails were also forwarded to the director general of communications for Public Safety Canada. Mendicino and Trudeau’s offices have faced criticism for not being transparent about their knowledge of the transfer. The Conservative Party has called for Mendicino’s resignation or for Trudeau to fire him, accusing the government of mismanaging public safety matters. Bernardo is currently serving a life sentence for the kidnappings, tortures, and murders of teenagers Kristen French and Leslie Mahaffy, as well as the killing of Tammy Homolka.
