Canada has appointed a new ambassador to Ukraine, coinciding with the country’s annual independence celebration and ongoing struggle against the Russian invasion. Natalka Cmoc, a Ukrainian speaker with experience in human rights and security programming, has strong connections to both the Ukrainian community in Ukraine and Canada. According to Global Affairs Canada, Cmoc will serve as Canada’s representative in Kyiv, ensuring continued support for Ukraine during these challenging times. Foreign Affairs Minister Melanie Joly congratulated Cmoc on her appointment and thanked her predecessor, Larisa Galadza, for her dedication.
Cmoc previously served as a counsellor at the Ukrainian embassy, focusing on democracy and human rights programming. In 2014, she played a role in establishing Canada’s security programming operations in Ukraine and supported the launch of Operation UNIFIER, which trained Ukraine’s armed forces. Joly believes this experience will be valuable as Cmoc takes on her new role.
Ukraine faces extensive infrastructure and rebuilding challenges that will persist long after Russia’s invasion. Earlier, Joly hosted Ukrainian ambassador Yuliya Kovaliv and other foreign envoys at Global Affairs Canada headquarters to commemorate Ukraine’s Independence Day and discuss support for the country during this war.
In terms of diplomacy, Ottawa plans to engage with multiple continents to gain global endorsement for Kyiv’s peace plan, which includes the full restoration of Ukraine’s territory and the establishment of a war-crimes tribunal. Ukrainian Foreign Affairs Minister Dmytro Kuleba urged Canada to use its diplomatic influence to gather support for the peace plan. Kuleba also called on Ottawa to increase anti-landmine support and extend military funding beyond the next year.
Joly expressed openness to Ukraine’s call for long-term military commitment and affirmed Canada’s support for the peace plan. The breakfast meeting was attended by envoys from European countries and countries that have not openly condemned Russia’s invasion, such as India, South Africa, and Nigeria.
