Motorists hurry to offload petrol vehicles ahead of Ulez expansion outside London

Prior to September 2015, most diesel cars and prior to September 2016, most vans, are subject to liability, as well as most petrol cars registered before 2001.

Motorists now have the opportunity to hand over their non-compliant vehicles for scrap and receive payments in return, which can be used to offset the cost of a new or used low-emission vehicle. Presently, grants range from £2,000 for a car, £1,000 for a motorcycle, and between £7,000 and £11,500 for minibuses and vans.

In the case of a wheelchair-accessible vehicle, a scrappage grant of up to £10,000 can be obtained or £6,000 for a retrofit to reduce emissions and qualify for an exemption from charges.

Stuart Mason, editor of the Car Expert, expressed that scrappage schemes are bound to increase the prices of non-compliant cars. He remarked, “These cars, particularly in the London area, can be relocated to other parts of the country and sold there, continuing to emit pollution, which is supposedly the issue. They’ll simply be polluting in Wales or Scotland or the north of England instead of London, so it merely transfers the problem elsewhere.”

A spokesperson for the Mayor of London stated, “The Mayor has consistently emphasized that expanding the Ulez to cover the entire London area was a challenging but necessary decision to safeguard the well-being of Londoners.”
