LeBlanc urges Opposition to go beyond ‘mere demand’ for interference inquiry.

Intergovernmental Affairs Minister Dominic LeBlanc is open to the possibility of a public inquiry following the resignation of former governor general David Johnston as foreign interference rapporteur. However, LeBlanc asserts that opposition leaders must provide constructive suggestions for the inquiry, including terms of reference and a suitable leader. Merely demanding a public inquiry does not suffice in protecting democracy from foreign interference, he notes. LeBlanc also plans to discuss the matter with Prime Minister Justin Trudeau, relevant experts, retired jurists, and opposition parties in the coming days. The House of Commons has already passed an NDP motion on May 31, calling for a public inquiry led by an individual selected with unanimous support from all recognized parties in the House. However, this motion does not mention the framing of reference, which outlines the scope of the inquiry. LeBlanc argues that opposition parties need to suggest somebody to head the inquiry and its terms of reference to make it credible. Johnston resigned from his position as special rapporteur amid accusations of conflict of interest. In his resignation letter, he suggested holding public hearings to educate the public and consider necessary reforms to prevent foreign interference instead of a public inquiry.
