Lawmakers Embarking on New AI Regulation Journey, Says Schumer

In a speech at the Center for Strategic & International Studies (CSIS) event, Senate Majority Leader Chuck Schumer (D-N.Y.) emphasized the need for lawmakers to start from scratch in devising regulations for the emerging field of artificial intelligence (AI) in the United States. Schumer acknowledged that many individuals are reluctant to address the necessary regulations due to the complexity of AI technology, but stressed the importance of acknowledging the imminent changes. He highlighted the unique nature of AI compared to other policy areas, such as labor, healthcare, and defense, in which Congress has a historical foundation to build upon. Schumer emphasized the uncertainty surrounding the questions policymakers should be asking in relation to AI. Despite the challenges, Schumer expressed confidence in Congress’s ability to address AI usage in the country, citing a series of legislative achievements under his leadership. He also unveiled plans to introduce the SAFE Innovation Act, a bill aimed at safeguarding, expanding, and harnessing the potential of AI technology. The interest of lawmakers in AI comes as several companies have introduced services utilizing the technology this year. Microsoft, for instance, has announced that its new premium messaging service, Teams Premium, will be powered by Open AI’s ChatGPT program. ChatGPT, launched in November, elevates AI-generated responses to users’ queries to a level surpassing previous advancements. President Biden even met with AI experts and researchers in San Francisco to discuss managing the risks associated with the new technology.
