Amid concerns over an impending partial government shutdown, House Speaker Mike Johnson revealed his unconventional proposal to extend government funding. Johnson’s plan seeks to prolong funding for some agencies and programs until January 19, while maintaining funding for others until February 2.
Unlike traditional stopgap spending bills, Johnson’s approach aims to address concerns from GOP lawmakers who want to avoid a major spending bill just before the holidays. In a statement, Johnson emphasized that this two-step continuing resolution is a strategic move to fight for conservative victories.
Although the proposal excludes funding requested by President Joe Biden for Israel, Ukraine, and the U.S. border with Mexico, hardline conservatives have expressed willingness to support Johnson’s plan to prevent a potential government shutdown. However, some critics have voiced opposition, including Rep. Chip Roy, who openly rejected the proposal.
The White House has also criticized the plan, labeling it as “unserious” and a threat to national security and domestic programs. They emphasized the need for House Republicans to work collectively with a bipartisan approach to prevent a government shutdown.
The federal government continues to operate under funding levels approved last year, as Congress struggles to reach a long-term agreement. With the looming threat of a shutdown, Moody’s Investors Service recently revised the U.S. government’s debt outlook to “negative,” citing rising interest rates and political polarization as key factors.
Amid these challenges, Johnson reaffirmed House Republicans’ commitment to fiscal responsibility by proposing the establishment of a debt commission and prioritizing bipartisan collaboration.
