FTC Takes Initial Action Against ChatGPT


The Federal Trade Commission (FTC) has launched an extensive investigation into ChatGPT, an artificial intelligence tool developed by OpenAI. This move comes as the FTC raises concerns about potential risks posed by ChatGPT. In a 20-page investigative document, the agency seeks answers from OpenAI regarding possible harm to consumers. The Washington Post describes the investigation as “expansive,” while CNN likens the document to an “administrative subpoena.” One of the questions in the document, highlighted by the Wall Street Journal, focuses on the AI tool’s capacity to fabricate false information about individuals.

Gizmodo explains that ChatGPT has been known to engage in “hallucinating,” meaning it often makes up information when it lacks the answer to a question. The outlet previously reported an incident where ChatGPT incorrectly included a radio talk show host in a story about embezzlement. The FTC question requests detailed information about the steps OpenAI has taken to address or mitigate the potential for its Large Language Model Products to generate false, misleading, or disparaging statements about real individuals.

The FTC also inquires about a bug from 2020 that allegedly allowed some users to access other users’ chats and payment information. These investigations take place against the backdrop of ongoing discussions on how to regulate the rapidly growing AI industry. OpenAI CEO Sam Altman has generally been well-received in Washington, as CNBC notes, but this FTC investigation marks a shift. OpenAI has not yet issued a public response to the FTC’s actions.
