Former minister warns that changes to licensing laws are necessary to prevent World Cup pub disputes

The Government has decided to dismiss the requests from MPs and leaders in the hospitality industry to modify licensing laws, allowing pubs to serve alcohol before the England vs. Spain match begins at 11am. No. 10 has stated that this is not feasible because it would require a change in legislation during a time when Parliament is not in session due to the summer break. However, Downing Street is encouraging local governments to handle applications from pubs seeking short extensions promptly. Currently, the majority of pubs are only permitted to sell alcoholic beverages from 11am on Sundays, as stated by the British Beer and Pub Association.

The chairman of the All Party Parliamentary Group on Beer, Mr. Cairns, asserts that the Government must revise the inflexible Licensing Act of 2003. He believes that this opportunity to extend opening hours would provide a significant boost for publicans, especially since the number of customers has been lower than expected in July due to unfavorable weather conditions. Mr. Cairns emphasizes the importance of ending August on a high note and continuing the celebratory atmosphere in light of England’s success on the pitch.

While the Government has made some improvements, such as reducing draught duty and thus increasing pub profit margins compared to supermarkets, there is still much more work to be done. Mr. Cairns suggests that the Home Secretary should have the power to change the law swiftly, without the need for a recall of Parliament. Although the current approach is attempting to be pragmatic, Mr. Cairns remains hopeful that there will be progress in this matter.
