Exploring Solutions: LA County Board to Deliberate Organizing Dynamic ‘Symposium’ on Street Takeovers

The Los Angeles County Board of Supervisors will consider hosting a community symposium on street takeovers. Supervisor Holly Mitchell’s motion calls on various county and other agencies to participate in a meeting by Feb. 28, 2024 and provide recommendations for addressing the issue.

Street takeovers have become a growing problem in the Southland, particularly after the opening of the Sixth Street Viaduct near downtown Los Angeles in July 2022. Mitchell’s motion suggests considering proposals such as creating secure permanent closed tracks for street performance activities and making infrastructure improvements to prevent street takeovers.

The county’s existing street racing ordinance includes penalties for spectators, such as fines and imprisonment. The motion calls for participants at the symposium to recommend changes to the ordinance, including potential increases in penalties, and exploring whether penalties can be assessed against street racing spectators who post on social media. The possibility of working with social media partners to remove posts featuring illegal activity would also be discussed.

While dangerous street takeovers can lead to shootings, car crashes, and property damage, the county’s ability to address the issues is limited in unincorporated areas. The California Highway Patrol enforces speed limits, the sheriff’s department breaks up large gatherings, and the Department of Public Works deploys infrastructure solutions.

The county Sheriff Civilian Oversight Commission conducted a virtual conference in September 2022 to discuss the dangers of illegal street racing and reckless driving. The resulting report highlighted the need for a comprehensive approach to address illegal street takeovers beyond punishment.
