Experts warn that Sadiq Khan’s Ulez measures may intensify pollution beyond London

London Mayor Sadiq Khan recently announced the expansion of the scrappage scheme, aimed at preventing the reselling of the most polluting cars outside of the M25. This initiative, led by Transport for London, encourages motorists to turn in non-compliant vehicles and receive payments that can be put towards the purchase of a new or used low-emission vehicle. Currently, grants range from £2,000 for cars to £1,000 for motorcycles, and between £7,000 and £11,500 for minibuses and vans. Notably, wheelchair-accessible vehicles can receive a scrappage grant of up to £10,000, or £6,000 for retrofits to reduce emissions and qualify for exemptions.

Initially, cabinet ministers were considering utilizing a legal power that allows them to reject a London mayor’s transport strategy if it contradicts national policies. However, the Telegraph discovered that the formal legal advice obtained indicated that such a move would likely fail if challenged.

With the expansion of the scheme, drivers who own petrol vehicles that do not comply with Euro 4 emissions standards or diesel cars that do not meet Euro 6 rules will be required to pay a daily charge of £12.50. This charge applies to most diesel cars registered before September 2015, vans registered before September 2016, and petrol cars registered before 2001.

Transport for London anticipates that the expanded and targeted Ultra Low Emission Zone (Ulez) scheme will reduce emissions by over 5%. A spokesperson for Transport for London shared that over 13,000 applications for scrappage grants have already been approved, amounting to more than £52 million committed to Londoners, small businesses, and charities. The spokesperson also emphasized that the scrappage scheme aims to ensure that the most polluting vehicles are removed from London’s streets and not sold elsewhere in the UK.
