In an interview with Radio NV on Oct. 27, international expert Ruslan Osypenko predicts that the upcoming meeting between U.S. President Joe Biden and Chinese leader Xi Jinping in November will focus on how to prevent World War III.
Osypenko highlights that Russia and China are capitalizing on the West’s indecision, specifically the U.S. indecision regarding Russia and some countries’ desire to revert to normal business relations with Russia. By doing so, both countries are seeking to expand their influence.
According to Osypenko, the conflict in the Middle East has the potential to extend beyond the region. China, with its ability to influence Iran and Russia, is currently taking a neutral stance. However, the international expert emphasizes that China will utilize its influence and discuss its own national interests during the meeting with President Biden.

Furthermore, Osypenko suggests that the world is on the brink of World War III due to the indecisiveness of Western countries. He emphasizes that regional conflicts have the potential to escalate into a major war. Osypenko anticipates that Biden and Xi will discuss strategies to prevent such a conflict during their meeting in November.
“China’s primary objective will be to satisfy its own interests. Iran and the conflict in the Middle East, as well as Russia and the war in Ukraine, serve as bargaining tools in negotiations with the United States. However, China has expressed its willingness to negotiate,” Osypenko explains.
Osypenko argues that both the United States and China are not prepared for a direct confrontation on economic, political, and security fronts. As the world becomes increasingly polarized, China and the United States must find a way to collaborate and address global issues such as nuclear disarmament, containment of conflicts, and the restoration of global trade.
According to Osypenko, the Middle East has been strategically ignited to wield influence during negotiations.

Osypenko further discusses the negotiation dynamics between Russia, China, and NATO. From their perspective, NATO expansion undermines the established status quo of Eurasian security post-World War II. China is seeking to maintain a balance by ensuring Ukraine remains neutral, implying that NATO should not pursue further expansion. Both China and Russia have conveyed this message consistently.
According to The Washington Post, the meeting between Biden and Xi Jinping will take place in person in San Francisco in November 2023.
Over the past months, Biden has expressed his expectation of meeting with Xi in the near future. However, Xi’s absence from the G-20 leaders’ summit in New Delhi last month disappointed Biden.
