Ex-RCMP Investigator Accused of Plotting China Interference Granted Bail

A former RCMP officer, William “Bill” Majcher, who has been accused of attempting to aid the People’s Republic of China in a foreign interference operation, has been granted bail.

Majcher, who retired from the RCMP in 2007, was charged last Thursday with two counts of violating Canada’s official secrets law, the Security of Information Act. These alleged violations took place between 2014 and 2019, and were allegedly in favor of the Chinese government. Currently based in Hong Kong, Majcher’s specific role in the operation and the identity of the target are unknown.

Majcher has been in detention in British Columbia since his arrest last week, and the details of the case have not yet been presented in court. However, Majcher has been granted bail with certain conditions, such as surrendering his passport, posting $250,000 in bail, and weekly check-ins with the RCMP detachment in Burnaby, B.C.

Majcher’s lawyer, Ian Donaldson, stated that his client intends to plead not guilty to the charges. Crown Attorney Marc Cigana also emphasized the seriousness of the charges, but refrained from commenting on the specifics of the case.

Donaldson’s office declined to comment on the matter. The case also involves Kim Marsh, another former senior RCMP officer connected to Majcher’s alleged activities. Marsh, who retired from the RCMP and worked as a private investigator, has chosen not to comment on the allegations.

In an interview with The Bureau, Marsh suggested that he had been wrongly associated with Majcher’s case and that Chinese nationals were being coerced in Canada with the assistance of private investigators. Marsh believes that the investigation is primarily focused on Chinese interference in Canada, with sensitive information being a key aspect.

“I believe, and others maybe, who have access to sensitive information, believe that’s the focus of the investigation. And somehow I’ve been lumped into this … which is pretty frustrating.”
