Disabled individuals with Blue badges are subject to Ulez charges despite being exempt

Rosemary Reynolds, an elderly resident of Hornchurch, Essex, is among the group of blue badge holders who will be affected by the upcoming expansion of the scheme on August 29. Despite suffering from a back condition called “spinal stenosis” and having protruding discs in her spine, she will now be subject to a charge. Due to her limited mobility, Rosemary relies on her car to visit the doctor, go shopping, and maintain social connections.

As a former headteacher, Rosemary, who is now 89 years old, values her car as an essential means of transportation. Her car, purchased brand new in 2001, has been meticulously maintained with regular servicing and MOTs, and has only accumulated 32,000 miles.

However, the Mayor of London has informed Rosemary that starting next week, she will need to pay £12.50 every time she uses her car. Whether it’s for sending a letter, going to the doctor, attending art classes, or simply filling up with petrol, these unavoidable expenses will add up for Rosemary.

Despite holding a blue badge, which signifies her disabilities, Rosemary is not eligible for any other benefits that would exempt her from these charges. She finds it hard to believe that her short but necessary journeys would cause significant harm to the environment.

At her stage in life, Rosemary would prefer not to invest in a new car and go through the process of familiarizing herself with a different vehicle. Unfortunately, she feels forced to accept the burden of these charges.
