Senator Chris Coons (D-Del.) has expressed his support for President Biden’s decision to send cluster munitions to Ukraine, calling it a “tough call” that was necessary due to the urgent need for artillery munitions in Ukraine’s counter offensive against Russia.
“The Ukrainians are rapidly depleting their artillery munitions and run the risk of losing the counter offensive if they don’t have enough shells,” Coons stated during an appearance on CBS’s “Face the Nation.”
Coons defended the decision to send cluster munitions by highlighting the fact that the Ukrainians themselves have requested them. He also emphasized that they have committed to monitoring their use and remediating them after the war. Additionally, Coons noted that these munitions would be strategically advantageous against Russian troops entrenched behind mine fields.
The move by the administration to provide Kyiv with cluster munitions has stirred controversy due to the potential risks they pose to civilians, as they contain multiple explosive submunitions that can spread over a wide area.
President Biden, however, defended the decision by stating that it was made after consultations with allies and lawmakers, and that the Ukrainians are running out of ammunition.
When asked about the moral justification of the decision, Coons affirmed his belief that it was justified but acknowledged the difficulty of the choice. He stated that the president had carefully considered all perspectives before making the decision. Meanwhile, other Democrats like Representative Barbara Lee have expressed their disagreement, arguing that these bombs must never be used.
Coons clarified that he did not directly speak to President Biden about the decision, but he did provide his input indirectly.
