The U.S. intelligence community has been aware of China’s spying from Cuba and larger efforts to establish intelligence-gathering operations globally for some time. The Biden administration has been working hard to thwart China’s efforts to expand its spying operations and is making progress through diplomacy and other unspecified undertakings. The Wall Street Journal reported China and Cuba signed an agreement in principle to build an electronic eavesdropping station on the island, to which the White House has called inaccurate. President Joe Biden’s national security team was briefed about several sensitive Chinese efforts globally where Beijing considered expanding logistics, basing, and collection infrastructure as part of the People’s Liberation Army’s attempt to expand its influence. Tensions between the U.S. and China have been tense throughout the Biden administration, with strained relations and disagreements, with hopes to resume high-level communications. Secretary of State Antony Blinken is expected to meet senior Chinese officials in Beijing on June 18. CIA Director William Burns and White House National Security Adviser Jake Sullivan have also met with their Chinese counterparts recently.
