This year alone, the Armed Forces have received over 200 requests for assistance, a significant increase from previous years. The Canadian Armed Forces have dedicated response units that provide immediate assistance in disaster-stricken areas, offering support with logistics, planning, and manpower.
Chief of the defence staff, Gen. Wayne Eyre, has voiced concerns about the strain placed on the Armed Forces due to the frequency and intensity of these natural disasters. He expressed that the military is often being called upon as the first choice rather than the force of last resort. The current personnel shortage within the military, with around 16,000 vacant positions, further exacerbates this strain.
Defence Minister Blair acknowledged these concerns and recognized the impact on training and capacity-building. As a response, discussions have begun to establish a national disaster-assistance organization or a similar mechanism to ensure timely and efficient aid when needed. Models like the Federal Emergency Management Agency in the United States are being analyzed for potential implementation in Canada.
While efforts are being made to establish additional disaster-assistance resources in collaboration with organizations like the Canadian Red Cross and the Salvation Army, Minister Blair emphasized that the military remains the best option in certain situations, particularly when specialized search equipment is required.
