The Los Angeles City Council confirmed Laura Rubio-Cornejo as the new general manager of the L.A. Department of Transportation. Rubio-Cornejo, who was nominated by Mayor Karen Bass on Aug. 29, was unanimously appointed by the council with a 12-0 vote. Council members Heather Hutt, Curren Price, and Katy Yaroslavsky were absent during the vote.
In a statement after the council vote, Mayor Bass expressed her excitement to work with General Manager Rubio-Cornejo in improving the transportation system in Los Angeles and preparing the city for major upcoming events. Bass said that Rubio-Cornejo will prioritize safety improvements and focus on providing real solutions for historically disadvantaged neighborhoods while delivering excellent customer service.
Rubio-Cornejo expressed her gratitude and readiness to work closely with the community and deliver transportation services to Angelenos in response to her appointment. She will be replacing Connie Llanos, who served as interim general manager of the Department of Transportation for the past 14 months. Rubio-Cornejo’s tenure will begin on Sept. 25.
Bass praised Llanos for her effective leadership, noting that she has made significant contributions to improving the transportation system and achieving equity and inclusion. Llanos prioritized active and public transportation projects, street improvements, and created the department’s first joint English and Spanish glossary of transportation terms.
The Transportation Committee of the city council voted 4-0 in favor of Rubio-Cornejo’s appointment after a lengthy discussion about her plans for leading the department. Rubio-Cornejo highlighted her experience overseeing rail corridor projects in Los Angeles County and her commitment to understanding each community and working closely with local officials and organizations.
Councilwoman Traci Park raised concerns about the high number of vacancies within the Department of Transportation, particularly among traffic-enforcement officers. Rubio-Cornejo acknowledged the importance of addressing these vacancies and emphasized her role in supporting and providing resources to the staff while meeting the transportation needs of the community.
Rubio-Cornejo also stressed the significance of community engagement in moving projects forward. She emphasized the need for a community engagement program for every project, even after the planning process is completed, to ensure acceptance and address any inconvenience caused by construction. Safety for commuters, pedestrians, and transportation employees was another key focus for Rubio-Cornejo, who emphasized the importance of creating streets that are safe for people of all ages.
